Medical education extra 1yr training in the rural areas

The Indian Government is introducing a bill to make 1yr training in rural areas compulsory after MBBS in addition to the compulsory rotating internship.
I feel this is a total waste of money on the part of Govt and precious time on the part of the medical students. As it is, our courses are long and strenuous.
We may as well recruit retired healthy doctors for rural jobs.
